• 02/10 Gather tax and social clearance Administratif URSSAF clearance is not instant, and an expired certificate rejects an otherwise excellent bid. Request it early, not the night before.
• 02/10 Produce three years of turnover and headcount Comptabilité These figures are requested for every contract, in the same format. Gathered once, they serve everywhere.
• 03/10 Describe the staff and equipment assigned Conducteur de travaux Only the operations lead knows how many staff, what equipment, what organisation. Nobody else can write it without inventing.
• 04/10 Freeze the price and fill the schedule Chiffrage Freeze the price BEFORE the proposal: a proposal written against a moving price gets rewritten.
• 06/10 Draft the technical proposal Chargé d'affaires Quality carries 60% of the score. The outline is already derived from the buyer's grid.
• 08/10 Reread, and check the document list item by item Direction By someone who did not write it. A wrong figure or a missing document takes ten minutes to spot with fresh eyes, never with the author's.
• 09/10 Check the electronic signature certificate Direction This is where finished bids die: expired certificate, browser that refuses it, director travelling. Three days out it is fixable. The night before it is not.
• 10/10 Upload to the buyer's platform Chargé d'affaires Never on the last day. Platforms saturate at deadlines, large uploads fail, and a bid completed one minute late is a bid the buyer is not allowed to open.

Dates are computed backwards from the deadline, except the question date which the buyer sets. A name in the right-hand box is enough: everyone knows what is theirs, and three days out you see what is missing.
