Method

Every Tendveo record links to the public notice it comes from. This page explains how a notice becomes a figure, and what the figure does not say.

1. Where contracts come from

From public procurement portals, listed with their status, licence and verification date on the sources page: the French official bulletin, the European official journal, and national portals whose data is open. 39 connectors are wired in production; the others are documented and wait for a key or an agreement. Nothing is typed by hand, nothing is invented: when a connector fails one night, the last successfully pulled batch is kept as is, with its date, and a successful pull that returns nothing leaves the source empty.

2. How a contract reaches your radar

You describe your trade in plain words. The text is compared with every open notice by a semantic engine running on our servers, without sending your data to a third party. When that engine is unavailable, the radar says so in plain words (« lexical matching, fallback ») instead of pretending. The displayed score is a degree of closeness, not a probability of winning.

3. Deadlines

  • Response deadline: the notice's own, as published, with its time zone when given. A date without a time is shown as a date without a time.
  • Expiry of a running contract: notification date plus contract duration, as published in award data. It is flagged « to confirm » because an amendment or a renewal moves it without our knowing.
  • Incumbent: the name published in the award notice. We never guess it; when it is missing, the record says so.

4. Bid counts and « single bidders »

When an award notice publishes the number of bids received, we take it as is. A « single bid » contract is one where the buyer received only one last time: a signal to investigate, not a promise. It may reflect a specialty, a constraint, or a well-entrenched incumbent. When the number is not published, the record does not invent it.

5. Trade families

A notice is filed under a trade family (cleaning, landscaping, electrical, IT, training, etc.) from its CPV code when the source publishes one, otherwise from its title. A filing can be wrong: the notice's full text prevails, and the link to it is on every record.

6. Freshness

Sources are refreshed every twenty-four hours by an automatic run. The status page shows the data generation date and age, and says so plainly when that run has not happened for more than two days. A notice published late by a buyer reaches us late: the absence of an alert never means the absence of a contract.

7. What we do not do

  • We do not sell personal data and do not call anyone who has not asked for it.
  • We do not claim « 100 % of contracts »: nobody has them.
  • We promise no commercial outcome: a contract is won on the bid, not on the tool.
